This is very specific problem. I suggest to contact with EA Advisor. He will be able to look into your account and check what's wrong with that.

Start your contact by doing the following:
- Select your region
- Log in
- Select Contact us
TIP: contact methods available to you such as Phone, Email, Chat or Answers HQ, depend on which Topic and Issue you select. It is important to select the correct situation for your problem type as detailed in the below examples:

Sounds to me like the person has bought the Russian/Polish version of the game which is cheaper as it doesn't contain the game in English/Danich etc.
