In general if there's no option in game to switch the language you will need to reinstall the game yes.

Certain regions only possess certain languages so for example in Western EU you will have German, English, French, Spanish Italian but you cannot get Russian or Polish. In the middle East you should have Arabic, Farsi, and most likely Hebrew, but there is the possibility that you may not have access to the English version in your region if the English option doesn't show up when you reinstall the game.
