Could you please tell us which platform you´re using?
Have you downloaded and installed Premium?
Did you restart your system or BF1?
@dogvsman4 added to what @Ourumov13 already asked and proposed, what do you mean by not having any of the premium gear? Did you already unlock DLC weapons? Please note that the majority of the new weapons require an unlock via weapons assignments first, so they are not immediately available to you.
One of the few ( exceptions to this that comes to my mind is the Ottoman Flanged Mace, which was released with the first part of the Turning Tides DLC in December 2017. This DLC weapon is available without unlocking, so if your premium is working you should be able to equip it in your loadout.

@dogvsman4 That's indeed strange and seems that you are missing content. Did you only buy premium and did already own the Base game, or did you buy the complete game in the Revolution edition (including the premium pass)?
Reading your story again, you say at first you could play the DLC maps, but did not level up. Most probably your premium did not work from the start but you were able to access DLC maps due to Premium Trials being active which opens up the DLC maps to all players regardless if they own premium or not.
The good news is, once you get your premium working, the XP and weapon unlock progress that you made during the period you were able to play via Premium trials should be retroactively added to your account, same with the 14 Superior battlepacks that are part of the premium pass.

Can you equip the Premium dogtags?
Have you tried to turn off and unplug your PS4?
