This is nothing new, it happened for me the same with BF3, bought the game plus a premium pass at the time of the first DLC, at that point I knew I would continue playing so investing in a premium pass that woul give me all DLC for less than buying them standalone seemed logic, and also then later during the games lifecycle the all-in offer came (I think it was called deluxe edition at the time). Also then base + premium for such a low price that people who paid full price for both scratched their heads.
But it's valid marketing, you'll need to have an interesting offer to get people invest in a one year old title considering there's quite the competition out there.
Yes I fell for it again with BF1, again paid full price for base with a preorder and premium, I still enjoy the game so I have no grief over it, OK I'm in the lucky position that I can financially afford it without blinking my eye. I do feel however for people who really have to save up or wait for their payday to afford this, and I can imagine to them this must feel a bit disrespectful.
On the other hand I did also benefit from it. I picked up BF4 for €5,- and afterwards got each DLC expansion pack for free during the road to Battlefield promotions. So in the end I had the complete game for just €5,- and still enjoyed it.
