Battlefield 1 Will not Launch

As the title states, Battlefield 1 will not launch

I have been playing this on PC for about 2 months. no issues.

On July 5th i got a new Power Supply and Graphics Card.  

450w to a 700w

Radeon HD 6950 2g to a Radeon R9 390 8g

Hardware was swapped out, by me.   
Booted into Safe Mode - Did a CLEAN UNINSTALL of ALL Drivers and Software AMD Related

Also turned off Microsoft's "Auto install Drivers".

Rebooted back to normal operation. 

Installed Drivers and Software Manually 

Current Version: 18.10.16-180516a-328911C-RadeonSoftwareAdrenalin

After installing both Drivers and Software. 

I attempted to launch Battlefield one. 

I then receive this Error 

" Detected AMD Radeon driver version 0.0.0.  The required driver version is 16.20.1025 or later. Please update your drivers at http://www.amd.com/ before playing the game. "

As shown above.  My version is 18.10.16, which is obviously higher then 16.20.1025

I have since then 

-Uninstalled BF1 + Origin

-Removed all Files/Folders/Registry Files/Temp Files from my System

-Rebooted into Safe mode. Did ANOTHER Clean Uninstall of AMD Drivers and Software. 

-Rebooted to Normal - Manually installed Drivers and Software, again. 

-Then installed Origin. Turned off Cloud Sync. Turned off Hardware Sharing (Origin Preferences)

-Installed Battlefield + Ensured Cloud Sync was off in Game Settings.

Launch BF1 - Result = " Detected AMD Radeon driver version 0.0.0.  The required driver version is 16.20.1025 or later. Please update your drivers at http://www.amd.com/ before playing the game. "

So what the heck is going on here.. Why is Origin recording the wrong version, well in my case, NO version.
