Battlefield 2 dedicated server patch 1.41, 1.50 cannot find install directory

Battlefield 2 patches cannot find install directory. Installing BF2 to the default location, when I attempt to run the patch install it errors out saying it cannot find the install directory. Works on Windows server 2003 fine, Server 2008 and 2012 give this error. BF2 dedicated server runs fine I just cannot install the patches.
