Battlefield 3 Premium on Xbox 360

I've been thinking on buying Premium for Battlefield 3 for my Xbox 360, but I've been worried about that the player limit on consoles is 24, meanwhile on PC it's 64. So isn't the bigger maps, for example Bandar Desert, going to be a dead town on consoles with only 24 people?
