I already owned the game and had to buy it again again. Was asking for license key product. Delete the game and nothing change. Anyone had that issue

Your best option are to talk to EA support, they should be able to provide you with more relevant information.
Only fix for me was to install VeniceUnleashed, and use the option on the start bar "Activate BF3".
