I have been battling this problem for months now. I did all the stuff laid out in the beginning of this thread a few times with no results. my friend Leadcatcher suggested to delete the BF4 folder out of "My Documents" which has all your settings, etc., in it.so after i had un-installed and re-installed BF4 again, made sure the firewall was all good, check everything else, i was having the issue still. I deleted the folder from My Documents, ran a repair on the game, re-launched my browser, and like magic, the game worked again. i re-created the folder and i have beel playing just fine.
