my steam edition bf4 premium edition shows up as regular edition inside the EA app and now all my items are locked away

It doesn’t have to appear as the Premium Edition in the EA app. From the picture, I can see that you already have all the add-ons. Just make sure you’re signed in with the same account and launch the game directly from the EA app.
If you still believe that you are missing paid content, then you will need to talk to EA support for further assistance.
