i have battlefield 4 final stand but i do not have premium and i want to unlock the phantom bow, which means doing the phantom assignments but i can't do that without having a premium account so then...

The phantom bow in fact is PREMIUM ONLY.
You can buy the Final Stand DLC to play the 4 new maps, to get the new decoy gadget, to use the all new battle-pick ups and vehicles.
