I was able to stop lagging by plugging in my ethernet cable. I bought a switch, and some more ethernet cables so i can have my laptop and desktop plugged in at the same time now.
We shouldnt have to buy hardware specifically for this game, but ya'know.. :P
I'm also one of the very few who suffer from this severe issue as shown in qqstrat's video - http://www.youtube.com/watch?v=dZx2QvF-_OY
Here's my pov from beta, I get the exact same experience with the full release of battlefield 4 http://www.youtube.com/watch?v=0atOxjctGw0
I spent hours during the beta trying to troubleshoot the issue. First thing I did was rule out my connection.
I ran pathping and pingplotter to servers I was playing on at the time. I received anywhere from 30-50% incoming packet loss within battlefield 4 (via ingame performance test). Yet less than 1% packet loss outside of battlefield 4 through pathping and pingplotter to the server.
Ping is unaffected and is not the cause, as you can see from the video, our pings are fine both ingame and out. Jitter was minimal and plays no part in battlefield 4's incoming packet loss dilemma.
Grabbed a couple routers from work to test on my connection, same result.
Changed up my line profile through my ISP. Interleaving on/off, lowlatency/high reliability profiles, same result.
Went from windows 7, to 8, to 8.1. Updated, reinstalled and manually updated my NIC drivers.
As a final test , I downloaded battlefield 3 (even though all my other games were playing fine). Battlefield 3 played fine on all 64P servers I tried.
Next on my list is bringing home a complete PC with different hardware to my main machine for testing. Beyond that there is little more I could try honestly.

I'll add myself to the list. I have very high end pc specs, have gone through the parking core / hyperthreading cycle with no result. I had one night after doing a clean reinstall of nvidia's latest driver that I played two matches without rubber banding. I thought it was a coincidence as it was a few hours after the "new" server downtime. I thought great the new servers have solved the problem, but other than those two matches (midnight my time - GMT +11) every other server i have tried or game /pc config I have tried has resulted in rubber banding.
I logged in again this morning to retry on all servers worldwide (not just my region as I had been doing), no surprise rubber banding still occurring.
I have no desire to play until this is fixed, its just too frustrating.
