Its like this for everyone currently, dont bother wasting your time uninstalling or trying to use a different computer. It is literally for everyone no matter the spec of your PC. Unfortunately we just have to wait for DICE to release another patch that will fix the problem. I know for me specifically the maps that rubberband the hardest are Paracel Storm and Hainan Resort.
