battlefield 4 touchup.exe

Every time I launch battlefield 4 touchup.exe reinstalls every dlc after a couple of moments even though every single one is already installed. It interrupts gameplay and is just very annoying to deal with generally. 
The files for the dlc don't install again. No additional storage space is being used and nothing seems to change. It appears that it is revalidating it every time. I play through steam, and own the full game and all dlc. 
It interrupts me once for every dlc. With 30 seconds to a couple of minutes between each.
Does anyone have any idea how to stop touchup from doing this every launch?
