I bought the Battlefield Ultimate Edition on Steam. Opened premium battlepacks, but I didn't have two premium patches. I contacted EA and Steam support, but they could not help with this problem anywh...

@Germanch1k could be different things that might cause this to not appear yet.
You might need to play a few matches as mentioned above to refresh and therefore trigger it to appear. Maybe close application and reopen. Or even logout and back in on your account.
Or simply give it a bit time to synchronize all the new content.
