Shortcut unlocks all guns and gadgets you would have unlocked from progression it doesn't include guns unlocked from assignments or DLC
Also does it refund you the in-game-money for the snipers that you owned before buying the shortcut?
No It does not although cash is pretty easy to get in game anyway
