Sounds like the CPU is bottlenecking a bit. So you can both bring down its temperature (add fans, improve airflow or upgrade cooler) and maybe give it a light overklock if it proved not to be enuigh. And or reduce all background application to zero and run windows in performance settings (Windows Aero off). Also you could test with XMP off and on for memory profile in BIOS. Under 60FPS i would also disable V-sync.
I expect you have: a recent Windows installation that is up-to-date. you have the latest chipset software, GPU and LAN drivers installed, you also have no virus scanner running 24/7 and have cleaned both HDD/SSD of unwanted files (degragged or TRIMéd). Latest firmware for SSD and latest BIOS. have cleaned the windows registry and run adware cleaner once in a while, All to assist you make the most out of you're system.

I already OCed it from the default 4ghz to 4.5ghz.
I've tried literally everything you said and some more.
After a clean driver install (2nd time) it magically got a huge performance boost. I'm now sitting in the high 90's fps wise.
However still at 100%.
Will be upgrading my CPU for BF5 though.
