Same problem here on my GTX 780, I fix one problem and immediately run into another this is **bleep**ing ridiculous..

I have found a repeatable fix to this issue (at least for the ATI cards):
1.) Uninstall ALL ATI catalyst Software from the computer & Reinsstall the DirectX runtime from the BF4 folder as described earlier in this thread
2.) Download the latest 13.9v Catalyst software (NOT the beta driver!)
3.) Open device manager, right click you video card select "uninstall", ensure that check box "remove device driver" is selected.
4.) Your display will be messed up, that is ok, don't worry about it.
5.) Reboot
6.) Windows will install an older driver, just let it complete
7.) Run the v13.9 installer, click "custom", and make sure the "device driver" is selected for install, and complete install.
8.) *not sure if this helps or not, but I did it* Right click BF4, do a repair install.
9.) Reboot
10.) Play
