alright so i think i found the problem and the solution. to anyone recieving the directx error GetDeviceRemovedReason and is using a geforce driver and geforce experience, this may help you. try and turn off Steam and then run the game. it worked for me after much hair pulling and keyboard smashing.
i figured this out when i thought that geforce experience was the problem becasue i never had any problems with directx until i installed it and started using shadowplay. first i tried turning off shadowplay but that did nothing. so after reinstalling drivers and directx i had temporary fixes that would last about a week. so today i went to uninstall the geforce experience, after many dx errors, and it told me i had to exit steam in order to unistall it, which means that Steam is actively using geforce experience even if you are not running any games on steam. so i didn't uninstall geforce experience and exited Steam and presto. the game launched with no errors.
since it is Steam that causes the error i guess that is why no one at EA knows what is causing the error.
EDIT: nevermind, it seemed to have a temporary fix but after my computer was restarted the error returned. now i'm going to try and uninstall nvidia experience

can confirm, steam has nothing to do with my crashing and this error.

I have experienced no Directx crashes in either BF4 or DragonAge Inquisition for a little over a month now. I removed GeForce Experience from my system and it has resolved the issue for me.
