I do not have vsync enabled. This issue only occurs in Battlefield 4 for some strange reason. In Battlefield 3 the fps limiter command works fine. Fps limiter works fine in other battlefield games as well.

Edit.. Also uninstall the HD sound driver the nvidia video card driver installs, that thing gives nothing but issues in BF4 for some. After a reboot do a repair game on BF4 to be safe.
What do you use to see FPS ? ... If its fraps It now gives issues in BF4 for some :/ If you need the info how to make a cfg to see FPS in game I can give it to you. If its not fraps all I can think to try this sec is this...
BF4 folder in my documents holds game configs and screen shots even if BF4 is installed on different drive. When you uninstall BF4 it does NOT remove this folder. So when you install the game again you can still have the same issues.
1- Go to my Documents and remove BF4 folder place it on your Desktop or trash.
2- Be warned you do have to set up your in game settings again.
3-Repair BF4
4- When done go test your game.
