BF4 has become FUBAR

Battlefield 4 will launch, and I can even load in if I'm patient enough, but for every second where the game is running, there are one or two seconds where it acts frozen. Even during the loading screen the sound is a constant stop and start. The game only opens in windowed mode, and once I've brought up the actual game screen the mouse will permanently snap to the center of the window even when I Alt + Tab to a different window. After switching top another window, I am no longer able to bring the game back to the forefront.
I'm running windows 8

That is bizarre, I see that your laptop is up to the task of playing BF4 so no problem there. How much RAM do you have 8GB, 16GB?
Can you check to see if you have origin in game enabled (it's enabled by default) as it causes low FPS and sometimes lag. If it is enabled disable it and try playing again to see if the problem persists.
To turn off Origin in game log into Origin, in the upper left hand corner click on the word "Origin" in the menu, and then click on "Application Settings". Next go to the "Origin in game" tab and uncheck the "enable Origin in game" box.
You also may want to try closing your browser after BF4 launches and if you're running Better Battlelog or Raptr disable them and see if performance gets better. Are you also running the latest NVIDIA drivers?
8GB RAM, it's never had a problem in the past, but It's not optimum.
Origin in game is disabled, and updating my drivers is what got me to the point that I can sort of get past the loading screen.
I did manage to fix the windowed only thing by altering in game settings, but it's still unplayable with the inexplicable stuttering.

Do you have better battlelog or Raptr, or MSI afterburner running while playing BF4? If so disable them and try playing as those programs often cause trouble with BF4.
One player on these forums stated that his stutter problem was solved by switching from the x64 to the x86 version of BF4. I haven't tried it myself but it may be worth a try
Huh, thought I replied to this a week ago.
Anyway, I'm not running any add-ons like better battlelog, Raptr, or MSI. there is no change while attempting to open in x64 or x86 modes.
I've updated my video card drivers to a new version and I since have gotten nothing but the white screen. It doesn't really feel like an improvement, but it might indicate something. It's quite frustrating.
