BF4 Image distortion and quality issues (horizontal lines / banding and red blue flickering / shifting "EMP Blur Effect") - PS4 / PC / Xbox x

I have an XBOX One and I am also seeing horizontal lines except mine don't go through the whole screen all at once they seem to scroll from bottom to top and they are wavy. I don't notice them in game, but I can definitely see them when I pull up Battlelog. I have stared really closely at my TV and only see them when playing BF4. I have a 37" Panasonic LCD.
