BF4 Installation keeps stopping: Xbox One 2018

So I bought the XBox One version of BF4 recently, because the console wouldn't play my 360 version. I transferred my 360's data to the cloud awhile ago, and tonight I finally got the One version and tried installing it.

When I put it in at first, before it started to install, I got a message saying that BF4 needs an update. I clicked OK. It started out ok, slowly installing. But when it got to 23%, it stopped. I tried resuming the installation, but after a minute it kept stopping, never getting past 23%.

I've tried the following:

Repeatedly unpausing the installation whenever it stops

Ejecting the disk and reinserting it

Cancelling the installation, deleting the content installed on the harddrive, and restarted the installation. This time it got to 33% before stopping and going back to the same problem.

After it paused again, I shut down my Xbox, took out the power cord, waited ten seconds, put it back, restarted my xbox, and resumed installation. Now it got stuck at 29%.

Cleaning the disk

It is now stuck at 20.9%. How do I install this thing?
