Do you have a controller or wheel plugged in? If so, unplug it and reboot the PC and try again, as this has been known to cause issues. Instead of turning off any software, if you use Razor synapse or the like, update it, reboot and try again. Your bf4 folder will not contain mouse info so deleting it, in this case, will not help.
Also, you can try to repair the game, if nothing else works and see if it helps. This is especially true if you have updated to Windows 10 Anniversary edition. You can also try setting your mouse software to not automatically launch when you boot your PC. This seems to also be an issue with the latest update to Windows 10.
