Horrible stuttering every second after 5 minutes of play. Multiplayer is unplayable. Even though I can run at 120 frames on high for a little while.
Win 8.1
HD 6990
Phenom ii x4 965 BE
SSD
16GB RAM
150Mb/s broadband. Average ping for servers I play on 12-30
Attempted fixes:
Complete win 8 reinstall
Tried on 8 and 8.1
Disabling firewall, security and AV
Complete reinstall of the game
Tried installing on SSD, HDD and external HDD
Tried core unparking
All graphics settings combinations both in game and via catalyst
Tried 4 different drivers including latest and beta
Updated all firmware and bios for all hardware and tried multiple combinations
Switched around RAM and ran hardware diagnostic
Limited variable frame rate
Changed virtual memory to recommended, system managed, disabled and 5000MB
Reinstalled directx
Reinstalled framework
Reinstalled punkbuster
Tried disabling superfetch and prefetch
Tried various combinations of network smoothing
Ran game as admin
Ran origin as admin
Ran in 32 and 64 bit mode
Ran with various compatibility options
Tried user.cfg fixes
Tried running from another network
Unplugged various hardware
Tried emptying RAM stanby list as well as a few other RAM tweaks
Tried small and big servers. Smaller servers work better.
Tried fixing the install
Tried updating
Fiddled with input devices and controls
Changed sound settings and audio devices
Tried borderless mode and windowed mode
Tried changing priority to high and low
Tried overclocking and undeclocking my card
Looked into NET framework
Turned on and off various processes
I spent more time trying to fix this than playing.
Games like CS:Go, Skyrim, Arma 3, Batman AO, X-com, BC2 run flawlessly maxed out.

Disabling Core Parking completely ridded of this problem for me.

If you looked at previous replies, 90% of the people already tried unparking cores, the game is the problem it needs a fix.

I don't want to clutter this thread.
I have read all the other replies. I just gave my 2 cents on what fixed it totally for me as it may help with someone else.

Me too, I just built a Haswell 4770K system and was getting the stuttering every few seconds. I set my power profile to high performance and disabled cpu parking and now the problem is gone.
Amd R9 290X 13.12
Intel Haswell 4770K
Gigabyte GA-Z87X-OC
Windows 7 64bit fresh install, SP1
3 Monitors Eyefinity
Works great now.

Have 60+ FPS when I'm not stuttering all over the place. Multiplayer is completely unplayable at the moment.

I've run into the issue of the game running flawlessly for 5 minutes before crashing to desktop. Based on this thread, it appears to be a BF4 issue, not our rigs. I suggest we wait until a hotfix is released, or someone is man enough to push forward and find a working fix through the files themselves.
