Try resetting the settings by removing/renaming the settings folder located in:
C:\Users\YourUserName\Documents\Battlefield 4

I don't have >>C:\Users\YourUserName\Documents\Battlefield 4<< in users, all there is are these folders, Administrator, Default, public, Updatususer and windows.
I do have a BF4 folder in documents, could it have been saved there instead of Users?

Well, your Windows user is probably named Administrator, Updatususer or windows then. But yes it's located in your own documents folder.

Didn't help still doing it and resetting my options was a hassle after resetting the Keyboard.
I also just noticed that I keep getting a origin download of 76 mb (which looks them same download looping) every time I restart, which could be the problem.

That's why I wrote that you could just rename the folder. In that case if it didn't work you could just rename the setting folder back to the original name and nothing would have changed.
As for the Origin download, try making sure Origin is updated. Also, try starting Origin as administrator. What update is it trying to apply? A BF4 update? An Origin update? Or something else?
About the keyboard problem, does it still happen if you disconnect your keyboard?

My Origin is always up to date. I have no idea what it's trying to update, knowing EA, could be a screwup. download
