BF4 unable to install "battle load-web-plugin 2.3.2_130

I download the 2.3.2_130 patch "Battle load-web-plugin", and save it. But when I install (Run) the patch it looks like it installed, but it didn't. The install bar runs to almost the end and stops,...

Im also having this problem. Downloaded the file to desktop ran as administrator after closing my browser. Still no joy. I wonder if the web plugin has to be installed within the bf4 game folder itself somewhere? i have my game installed on a different drve than c drive?
