I had the issue where Battlefield 3 asked for the product key even though the game is linked to my EA account, and the fix was to fully close EA App including its background processes, delete the folder C:\ProgramData\Electronic Arts\EA Services\License, recreate an empty folder with the same name, and then launch BF3 manually through Steam or EA App so that EA App generates new license files automatically

I tried it, deleting the .dlf files repeatedly, and it doesn't work (infact I even tried copying them from a known computer that runs the game). The same error still pops up regardless of whether you recreate the folder or not or open it through EA app or .exe or do anything else.

I think the issue is a conflicting hardware key which is stored somewhere on EA's back-end so that's why you get the license error and nothing on user-side seems to fix it, not even wiping the registries. I wonder if the new EA app broke something after Origin was deprecated.

You're right. It's not on user-side. And EA support will not fix this, they use AI or army of Indians with  just "?" answers. And it's not a joke.
