if you using AVG or AVAST antivirus, please uninstall and use other kind. This 2 antivirus will block hardline.exe, most likely even if its added to expections...
If not this is the problem, then please 8itchhunter suggestion. Open Origin/Mygames, left click to Hardline icon and choose Repair game.
