Did you upload your game data to the PSN cloud and then later download it again to your PS5? I presume you did indeed do that?
If your PS4 is still working, it might be an option to get an external drive (storage device), upload all data (including the dlc data) from BF1 there and then connect that external device to your PS5. If you don't have an external drive, that option could be more expensive than buying the dlc's, I don't know. Depending on the size of the data, you might have a USB stick already in your possession that has enough space.
