At the launch of BF4 it was possible to logon via a web browser/iPad app and play as Commander in the live game. That feature was unfortunately discontinued after a few years and is no longer possible. So you need to be on your console or on your PC and in the game itself, to join a game server as Commander.
A real shame, as it was so much more easy and contributing to play Commander while aka on your iPad with a large touchscreen to quickly take commands, deploy resources, send commands back to the squad leads, all while you could also communicate direct with the squad leads in the in-game chat.
Certainly on the consoles its really troublesome now to use the user interface there and personally I have not played Commander since the app was discontinued...
