Cannot equip Engineer Launchers

Hi, so i am fairly experienced in battlefield and have 300+hrs on console so im no noob. 
I recently purchased BF3 for pc, i am also not new to pc games so i know what im doing.

But I cannot for the life of me equip my rocket launcher, IGLA, or any other launcher.

i can use the repair tool, but cannot equip the launcher.

Its not a server restriction because I've played many games and cannot equip it.

Any help is greatly appreciated.

P.S

I have changed the keybinds and the button i have for gadget 1 works on the 3 other classes.
