Cannot open in-game content "This content cannot be selected at this time". Promo /add-on

Received a Axe Promo Battle pack bundle for Christmas. I redeemed the code through Origin and then the Sony store. The add-on shows in my downloads list and was able to download it to my ps4. When I try to open it on the console I get "This Content cannot be selected at this time". 

If I try to open the content on the Sony store which typically shows a description of the media it fails with a URL not found.

Could this be corrupt media?

I can't remove the add-on in the library and have de-activated and re-activated and rebuilt the DB on the console and have tried pushing the download to the console from the Sony store. 

I've read a few threads that refer to DNS settings for some users that were trying to view videos in a different country from what they originally registered their console with but this isn't' the case. DNS shouldn't cause ingame content to not open.

Have already spent a few hours with EA/Origin support with no resolution so far. I spent a hour with Sony support today thinking that it may be the console or PSN causing this.   Sony's explanation is that the code and content was created and made by EA and that if it isn't opening then there must be a problem with the in game content.

I've already spent way more time on this than should be required.

Any thoughts, or better yet a resolution on this is appreciated.
