What is your connection speed like? How many MB Download and Upload do you have? Also, are you wired in with an Ethernet cable or using WiFi?
My internet is about 30Mb/s, download speed reaches around 2.5MB, same for upload. I`m using wireless internet. I found out that the problem is my internet here because I managed to connect everytime in another place, so I will take a look at my internet configuration but I have no idea what is causing this. Do you know what port BF4 uses so I can port foward in my router?

You will have to stay closer to the router to help out your connection, or if possible, run an Ethernet cable to the computer you are using. Another thing that will help would be to unplug the router from the wall for about 60 seconds and then turn it back on again. I would do this every few days just to be safe. Do the same to your modem while you do it to the router. When you plug them back in, plug the Modem in first, and let that completely boot up before plugging the Router back in. I do this at my house every couple of days to make sure they are working well. Also, don't waste your time with Port Forwarding, it really doesn't do anything at all.

I plugged into ethernet directly and it didn't work as well. I believe the problem is that I have c comunity internet here. My internet is optical fiber which doen't need a modem and is shared among the whole building, so I believe the problem is the router from the building blocking my connection for some reason, I don't know if this have something to do this with this but we have static IP here.
I will have to try access the building's router somehow or call the company that installed it.

Yea if you are sharing internet between your whole building, this will also cause alot of issues, especially if you are sharing only 30Mbps thru all connections. Even if you are hardwired in with an Ethernet cable, you will still have an unreliable connection when sharing with many other people. I would suggest getting your own dedicated line if this is possible for you. If not, I'm sorry and probably cant help much further.
