Can't get into Phantom Room on Battlefield 4 Final Stand Dlc. On Xbox 360

I have premium on Battlefield 4. When i found a dogtag on operation whiteout i equipped it and all my premium assignment rewards. When i went in the elevator the light didnt blink and when i tried to go down i kept dying. When the light blinks and you are the only one in there that means you are eligible to go in the room, but the light didnt blink for me when i had everything done. Can someone help me i want to get the bow because everyone has it. I even went overboard and put the camo on everything and made sure it was on i did everything possible but it wont let me in the room. PLEASE HELP ME?

    First off.

    You need to comlete all assignments.

    Second off.

    You need to change your guy to Phantom skin, and your weapon as well.

    Third off.

    You need 4 different Dog tags in BF4 Final Stand.

    and your friend must wear different dog tag.

    Andrew is correct in what he says, you must have 4 people who meet the requirements that he listed.

    I Have everything comeplete all the phantom assignments and all people with different dogtags. They had the same stuff as me and equipped but i couldnt go down
