That depends on if you are on console or PC. If you are on PC you need to create a party in battlelog via the com center. On console (Xbox and PS3) you need to create a party from the main title screen by hitting the start key and adding people on your friends list. If you want someone who isn't on your friends list you need to add them.

We have created a party because we use in game voice chat. But it still puts us in a different teams. I remember that there used to be a "join as a team" button but cant find it anywhere now
And i am talking about PC version
