It sounds like you have a Limited Edition version of BF4 with the China Rising expansion. If this is so log into Origin, go to your games library, right click BF4 and select "view game details". Then right click the China Rising icon and you should be able to select "add to downloads" to download the expansion. Do you get this option or does it ask you to purchase China Rising?

Yes indeed. The code I was bought is a 'Battlefield 4 limited edition' code. I have already tried the suggestion you offered but there is no option to add to downloads. I have previously googled this problem and found many others in the same situation, on PC, PS, and X-Box. It would appear that there was/still is a bug for this edition of the game.
