Did you install the game from disk? Or digitally download from the origin client?
My friend was having the same problem when he installed the game from disk, he tried manually installing punk buster but it didn't seem to work correctly.
What he did to fix and what I recommend is to digitally install/download the game from the origin client, and when the little box pops up during setup about PunkBuster make sure its ticked to install it with your game. This fixed my friends problem hope it fixes yours.

This is good advice. I've seen many installation errors that happen with physical media installation be solved by redeeming the game key in Origin and downloading the digital version.
