Console will not close - No tilde

Is it possible to disable the console? I have my tilde key disabled do to a hardware error.  I've noticed the console opening on it's own is a common problem but I have yet to see a solid resolution. 

It is not me hitting the tilde key, that key is in fact unmapped from the keyboard.
