Constant low fps GTX 780 Ti

I think I'm getting closer to figuring out what's going on. The issue is happening in BF3 as well so I'm assuming it might be something wrong with the Origin overlay or something specific to both battlefields (punkbuster?).
So after reinstalling the game and having no luck with fixing the issue I followed your first few solutions with running the game as administrator, disabling the origin overlay and cloud services. None of these seemed to help until I restarted my computer.
Howerver, after a while the issue seems to have returned. So perhaps it's a conflict with another program I'm using, that for some reason didn't start up until a couple minutes after rebooting. I'm going to try a clean boot and see if I can figure it out from there.
Yes it could be a program so try the clean boot as well.Ok so for PB do this for both BF3 and BF4..
Go to Punk Buster site
Download PB then extract files to your desktop then open Punk Buster folder. Click on the PB setup and it will open.
Add your BF4 game to punk buster its at the top of Punk Buster.
Then update punk buster again at the top of Punk Buster.
Then do same steps for BF3

Just wanted to say that this is still happening. I've done everything you've told me to do and nothing has helped. Whenever it starts going to the low fps issue, simply restarting my computer is the only solution I have for now. It seems it doesn't pop back up until after about a day since the last restart. Really not sure what's going on.
I did have a problem where a windows service would use an unusual amount of processing power casuing the CPU usage to be pegged at a near constant 100%. This doesn't seem to be related to the low fps issue as far as I can tell since whenever that does happen the cpu usage is around 60% when I'm playing BF4.
I'm experiencing the very similar problem, and the CPU appears to be the bottleneck, while there is no obvious reason why it should be (i7 4770K @ 4,6GHz for me). Reinstalled Win 8.1 64 last night and BF4 is currently loading, so I'll see if that does something since all the usual measures did not help at all. Thanks anyways Zorlacc for your help, but it seems there's something else causing the problem. What really bugs me is the fact, that I start out at the usual 140 - 150 fps and then it gradually slows down within 30 mins or so. Only solution: reboot the system. Something clutters up the system in the background...

How much memory does battlefield use when it starts to lower its fps ?
Only reason I can think of that either hardware problem or you need to reinstall battlefield 4 and origin.
