Constant Packet Loss
I was playing Hardline fine earlier today. This evening I have had almost constant packet loss. New router, more than adequate internet, great ping.

Did you try turning your console on and off again and re-booting your router and modem? What servers are you joining? If you are joining servers that are far away from your region, please try joining servers that are closer to you.
Note also that the game is still in its early stage and not fully launched. Once it launches on the 17th, things should go a lot smoother and better.
I normally play on East coast servers since I live on the East coast. Often though, I have noticed that I have less problems on West Coast servers. It seems the entire world plays on East coast servers.

If your server is populated by those that have a very high pink and there are many of them in the server or they are indeed playing it on the servers that are not near them, the server will have problems because of it. Sadly if this is the case, we can not help you as those people would need to leave the server for it to be more better for everyone in it.
why is there no region or ping lock? There should be a ping cap on all servers to actually make them playable. To not have it creates a lousy experience for many.
This option is available to the server admins. However it is on the admins to decide if they what this or not, as it is their server its their rules. Some servers have this and some dont sadly. Also since this is an event that is hold by EA and DICE, all servers are official and therefor have no pink limit.
Are out of region players the reason for the packet loss indicator continually popping up for me?
It could be just one of the reasons, not to mention the servers are limited at this point. Again when the game launches, this problem should be solved.
You could do a http://help.ea.com/en/article/how-to-uo-trace/ and see if packetloss is a general problem with your internet and EA servers.

Your traceroute is not really effective in this case. I don't know if there's a tool on Mac that works like uotrace to measure packetloss :/
Just to be sure, you are the only one using the connection and you have no other downloads/torrent programs etc. running while gaming right?
