Trying to complete Dead Stop Assignment, in multiple different rounds and the same round I have completed the Shotgun Ribbon, Raised / lowered, opened / closed all gates on the map. For some reason on Battlelog and in BF4 menu / game it still shows I haven't completed either task. Has anyone of late found a fix for this or what I may need to do as a solution?

Make sure it's the right gates that you raise/lower, as i am aware of the situation this has not been reported bugged yet so should be fine.
Just make sure you do the Shotgun ribbons after or either in the same round!
Because for some reason the Shotgun ribbons always reset after a compelted round unless the other task for the assignment has been done already so it will be fully completed when you earned the ribbons then.
Otherwise if you just do the ribbons, start the next match and want to do the gates then, there you will notice the ribbons task has been reset.
