Quick question to those experiencing the issue. Are you guys using any Regional locale settings other than the default? For example, those in the U.S. , have you changed this setting in the past?

I know some of you experiencing the issue have said they have attempted this change without any positive result; however I can see the issue occur when making a change.

How to check setting?
Control Panel > Clock, Language, and Region > Select Administrative tab > Select Change system locale ...  > and confirm your Current system locale.
