I don't think transfer details for stats/premium have been given out yet. You might have to wait until the full release.
To answer your second question, seeming as Battlefield 4 did not allow backwards stat transfer, I highly doubt Hardline will have it either.
I hope this information is helpful, and have a good day. Any official word from EA?
- Look in the description on Xbox.com for Hardline. If it doesn't mention it there, you can't transfer Premium between 360 and Xbox One.
It was only a feature offered at Xbox One and PlayStation 4 launch to aid the transition. It is unlikely to be offered now the new consoles have been out so long. - EA_David11 years ago

Sorry, we don't have any transfer system in place for Hardline. Each environment is separate.

I was told by Xbox Live Support to wait a full 24 hrs for stats to transfer.

That is wrong.
Stats do not transfer on Battlefield Hardline.
