I was wondering if my stats transfer from Xbox 360 to the Xbox One version of the game.Also, what about Premium service? Will it be accessible on Xbox One if I own it on Xbox 360?What about vice versa? If I buy premium on Xbox One first, will it be usable on Xbox 360?Thanks!

I don't think transfer details for stats/premium have been given out yet. You might have to wait until the full release.

To answer your second question, seeming as Battlefield 4 did not allow backwards stat transfer, I highly doubt Hardline will have it either.

Look in the description on Xbox.com for Hardline. If it doesn't mention it there, you can't transfer Premium between 360 and Xbox One.

It was only a feature offered at Xbox One and PlayStation 4 launch to aid the transition. It is unlikely to be offered now the new consoles have been out so long.

I was told by Xbox Live Support to wait a full 24 hrs for stats to transfer.

That is wrong.

Stats do not transfer on Battlefield Hardline.
