    Found the answer after some hard research on the final objective.

    There is in fact a bug where the bird does not give you the dog tag. If this happens to you try shooting the bird as it is approaching you and you will finally unlock the dog tag.

    Sounds silly and I at first thought this was a troll but it works!

Nah not a troll just a hard tag to aquire. I had issues recording the Morse, had to go to a few different telegraphs to get it to work. Bad recordings etc.
