The following is a potential solution, let us know either way, thanks.
Windows 10: Search for "Region" from the Windows taskbar, click Region and Language settings, Additional date, time & regional settings, Change date, time or number formats, Administrative tab, Change system locale, choose English (Unitted States), click ok, restart.
Windows 7(?): Control panel -> Time, Language and Region -> Region -> Administrative tab, Change Language for non-Unicode programs To English(US)
