[FIX] How to fix the recent bug of BF3 not launching

it works on some players who are using Eng version of window OS, for non eng players it can be solved. u can goolge it then know what it work on some players but didnt  work on others. however it's a way i haven't see before, maybe i test it when i reinstall the game again. if it didn't work like ppl have, that should be the point on the lanaguage of the window OS ppl who is using. DICE didn't take care of this complaint, even make a fixs to solve it
