Try the following:
- Disable Origin in Game via Application Settings of Origin
- Make Repair game via Origin client
- Reinstall Driver for your graphics card or install another version
- Delete config file of Battlefield 3 (My Documents>>Battlefield 3>>Settings and delete PROFSAVE_profile file) and reboot your PC.

Thanks! I now run between 55-110 frames! Question though, is there a way to just lock the fps at 60 so its not jumping all over the place?

I think Vertical Sync should help you. Try to enable it in Settings.
