Game won't open in full screen, always opens in windowed mode

No matter what i do i can't get BF4 to stay in full screen. ALT+ENT makes it flash for a second but goes right back.  The closest I can get is maximized.  I recently uninstalled and re-installed.  No change.  I don't have team viewer installed.  NVidia graphics are up to date (352.86) running Windows 8.1 on a Nvidia 780.  I'm out of ideas. I've also tried closing every program running that i can.  Still doesn't stick.
