Garden Lumphini problem

I'm a premium user on PS4, therefore I have all the DLCs, but my Garden Lumpini map is currently inaccessible. All the other maps from Dragon's Teeth loads and are playable.
What should I do? Delete the Dragon's Teeth expansion pack and try to download it again? Is it possible? Should I be charged if I do this?

Yes delete Dragon's Teeth and redownload as it is possible that it's been corrupted. If you are premium you will not be charged for this. You can redownload DT from the BF4 in game store or via the PSN store for free as a premium user.
